The goal of this program, administered by Canada Economic Development for Quebec Regions, is to implement special measures in order to ensure the economic recovery of small to medium-size businesses ( SMEs) affected by the freezing rain and power outages which hit Quebec in early January 1998. These measures are targeted at SMEs sustaining expenses or losses not covered by insurance policies or such government aid programs as Emergency Preparedness Canada's Disaster Financial Assistance Arrangements (DFAA).

Ce programme, administré par Développement économique Canada pour les régions du Québec, a pour but de mettre en œuvre des mesures spéciales afin d'assurer la relance de l'activité économique des petites et moyennes entreprises (PME) touchées par les pluies verglaçantes et les pannes d'électricité qui ont frappé le Québec au début de janvier 1998. Ces mesures s'adressent particulièrement aux PME qui ont dû encourir des dépenses ou subir des pertes qui n'ont pas été couvertes par les assurances ou les autres programmes d'aide gouvernementales comme l'Accord d'aide financière en cas de catastrophes (AAFCC) de Protection civile Canada.
